If the dangerous substance (mixture, material) exists in its pure form or is a component of the mixture produced and applied in Russia or imported to Russia, it shall be covered by the Material Safety Data Sheet made according to Russian standards (Russian name: Passport on Safety of Chemical Products). It concerns both new and modernized substances.

The Material Safety Data Sheet according to Russian standards is a part of the technical documentation on the chemical products (substance, mixture, material, industrial waste) and shall comprise reliable and consistent information on safety of industrial application, storage, shipping and utilization of the chemical products and their use for residential purposes. Besides, the MSDS shall contain information on corrective measures to mitigate the negative impact, if any.

The goods produced by various manufacturers, even called in the same way, may differ as per the standards conformance. Therefore, all manufacturers of the products with the same name shall get the MSDS as per Russian standards. Thus, the responsibility of the producer and the customer is defined related to safety use of the substances which may be dangerous.

The MSDS made according to Russian standards (Russian title: Passport on Safety of Chemical Products) is similar to the international MSDS document. Both documents shall conform to the international regulations on dangerous goods (substances) shipping, in particular:

IMDG CODE – International Maritime Dangerous Goods Code;

ICAO TI – The Technical Instructions for Safe Transport of Dangerous Goods by Air;

IATA DGR – Dangerous Goods Regulations;

ADN – European Agreement concerning the International Transport of Dangerous Goods by Inland Waterways;

ADR – European Agreement concerning the International Carriage of Dangerous Goods by Road;

RID –  International regulations concerning the international carriage of dangerous goods by rail.

 However, the Russian MSDS has some special features, in particular:

  • It accounts for different failure probability rates while shipping the dangerous cargo by various transport means;
  • It is more consistent with the Russian legislation, in particular on maximum permissible concentration of the substance.

Why the MSDS is needed?

The MSDS as per Russian standards is necessary for customs clearance, cargo shipping and getting the health and epidemiological permits from the authorized bodies of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor). 

The supplier or producer of the substance (mixture) is liable for getting the MSDS according to Russian standards for the substance (mixture), as per GOST 30333-2007 standard.

The MSDS according to Russian standards is subject to compulsory registration. In Russia it is registered by the Information-Analytical Centre “Safety of Substances and Materials” of Russian Research Institute for Standardization of Materials and Technologies (Federal State Unitary Enterprise “All-Russia Research Center for Standardization, Information and Certification of Raw products, Materials and Substances”).

It should be noted, that the MSDS shall be registered after:

  • Initial issue;
  • Prolongation;
  • Re-registration;
  • Re-issue.
